BIG BROTHERS helping younger sibling stand on his own.

That well be the city mayors of Pampanga expressing their total support to the cityhood bid of Mabalacat town.

“The conversion of Mabalacat town into a component city is expected to further improve delivery of basic services,” said City of San Fernando Mayor Oscar Rodriguez. “It will redound to the ultimate benefit of the people not only of Mabalacat but of all Kapampangans.”

Citing the “high economic presence” of the Clark Freeport Zone and the Diosdado Macapagal International Airport in the locality, Rodriguez said there is no way for Mabalacat but to assume the status of a city.

For Angeles City Mayor Edgardo Pamintuan, a City of Mabalacat “effects mutuality” with his city in terms of “spill-over developments in socio-economic terms.”

Early this year, the Department of Finance issued a certification signed by Executive Director Ma. Presentacion Montesa that Mabalacat already surpassed the P100-million income requirement for cityhood as provided for in Republic Act 9009 or the Local Government Code.

The certification showed that the town’s income for 2008-2009 based on the year 2000 constant prices, exclusive of the internal revenue allotment (IRA), special funds, transfer and non-recurring income is P144, 541,537.24.

The fiscal sustainability of Mabalacat is reflected in its budget-collection timeline, thus:

In 1995 when Mayor Marino “Boking” Morales took over, the budget was  estimated at P33,658,826 vis-a-vis an actual collection of P34,580,819.83.

In 1996, a growth rate of 65.4 percent was posted with an estimated budget of P40,173,552 and an actual collection of P57, 203,562.48.

In 2008, the town recorded its highest growth of 72.1 percent with an estimated budget of P206, 158,669.93 and with an actual collection of P351, 280,123.18.

Mabalacat has likewise passed the other requisites in population and land area.

“We will marshal all the resources we have and all the influence we can exert so we can accomplish in the immediate term the enactment of appropriate law converting our municipality into a city.” So vowed Mabalacat Mayor Marino “Boking” Morales.

With the full support of brother mayors Rodriguez and Pamintuan, with the influence of godfather congressman, 1st District Rep. Carmelo “Tarzan” Lazatin, a City of Mabalacat is already a foregone conclusion.
