Luciano tops CDC, SBMA heads in pay

CLARK FREEPORT – Move over, Arreza. Step aside, Ricafort.

The highest paid official of a government-owned and –controlled corporation (GOCC) is neither one of those grilled by the Senate, namely Armand Arreza, administrator of the Subic Bay Metropolitan Authority, and Benigno Ricafort, president-CEO of the Clark Development Corp.

The GOCC man to beat is Victor Jose Luciano, president-CEO of the Clark International Airport Corp.

Documents furnished Punto by sources at the CIAC showed that Luciano received a basic salary of P2,253,000 or a monthly pay of P187,750 for the period January-December 2009.

In a press conference, Arreza presented a slip showing P95,449 as his monthly take-home pay out of his  gross monthly income of P130,888.

Ricafort on the other hand said his basic salary was P173,000, with a take-home pay of P117,600.

Aside from Luciano’s basic salary, he received P438,000 in per diems; P8,500 clothing allowance; P79,348 in medical benefits; P387,852.94 in bonuses and incentives; and P33,000 cost of living allowance, “RICE” and “CARE.”

Luciano’s remuneration for 2009 totaled P3,269,698.04, the documents showed.

Second to Luciano in pay rank is CIAC Executive Vice President Alexander Cauguiran with a basic salary of P1,658,412 and per diem of P344,000. Plus allowances, bonuses and incentives, Cauguiran’s grand total amounted to P2,386,009.94.

Ranking third is Romeo Dyoco, Jr., CIAC vice president and Finance Group head, with a total of P2,176,364.94 from a salary of P1,353,792, per diems of P438,000, honorarium of P62,000 and the assortment of allowances, bonuses and incentives.

Dyoco also received “dependents’ allowance” amounting to P10,933. He is the only official of CIAC to have received thus.

Among the CIAC Board of Directors, the chairman, Nestor Mangio received P398,000 in per diems and P123,359.19 in representation and travelling allowances (RATA).

Director Jesus Nicdao received P336,000 per diem and P173,291.23 RATA.

Director Silvestre Manuel Punzalan had P404,000 in per diem and P115,991.38 in RATA.

Director Benigno Ricafort received P354,000 per diem and P172,889.41 RATA. It was not stated if Ricafort’s benefits from CIAC were factored in his CDC pay.

Corporate Secretary Perlita Sagmit drew P414,000 in per diem and P55,000 honorarium.

Director Maximo Sangil received P416,000 per diem, and P199,850 RATA.

Corporate Treasurer Evangeline Tejada had P360,000 per diems and P23,300 in honorarium.

BCDA Chairman Aloysius Santos who served as adviser to the CIAC board received P360,000 per diems.

Punto’s sources at the CIAC said the pay scale of the company’s top officials and its board of directors are “unconscionably high” when compared with those of the rank and file.
