THE DEPARTMENT of Public Works and Highways will not undertake any repair along the collapsed portion of the Arnedo Dike.

The 70-year-old buffer between the Pampanga River and the low-lying communities having long served its purpose, the DPWH has deemed it unwise and impractical to have it rehabilitated. The already severely damaged dike is in constant flux of deterioration with the frequent collapse of its sections from Arayat, Candaba, San Luis, San Simon, Apalit, down to  Masantol and Macabebe. A second line of defense against inundation is provided by the also ageing Arayat-Apalit levee.

So published reports claimed.

“To just let go of Arnedo Dike will gravely endanger the lives and property of residents in the 4th District of the province traversed by the Rio Grande de Pampanga which becomes a swirling, rampaging waterway in times of heavy rains.”

So declared Candaba Mayor Jerry Pelayo, president of the Pampanga Mayors League. 

Pelayo said the DPWH is bent on massive relocation of residents as the better solution in the Arnedo Dike situation.

A logistical nightmare there – according to Pelayo – given the thousands of families that have to be relocated, given the penny-pinching policies of the Aquino administration, given the financial incapability of the local government units.

Relocation, where? The mere word is anathema to those affected. Look at the vehemence with which the homes along da riles resisted before they were practically forced to move to the slums and sties of the so-called Northville housing projects.

A Candaba resident, one Sion Galang, articulated in a media interview what could be the general sentiment of the people affected, thus: “Kung wala na talagang solusyon ang Arnedo Dike, anong magagawa namin? Alangan namang manatili kami dito sa tabi kung alam naming mapapahamak kami. Ang dapat tiyakin ng pamahalaan ay mabibigyan nila kami ng paglilipatan at tutulungan din nila kami sa paglilipat baka kasi di namin kayanin ang lumipat sa hirap ng buhay ngayon.”

Let the DPWH bright boys now put their money where their mouth is. That is if anything is still left in their coffers after P-Noy put the plug on those negotiated contracts.
