CITY OF SAN FERNANDO – The Commission on Elections’ Second Division has set Feb. 11, Thursday as date on when it would announce its resolution on the recount case filed by former Provincial Board Member Lilia Pineda in June 2007 against Pampanga Gov. Eddie Panlilio.
Lawyers George Irwin Garcia and Sixto Brillantes, counsels for Pineda and Panlilio respectively, confirmed in separate phone interviews that they have received a notice of promulgation from the division.
The parties were required to appear before the division at 2 p.m., it was learned.
The resolution will wrap a 32-month case that Panlilio managed to oppose until in July 2009 when the Supreme Court ordered the division to proceed with the recount.
Panlilio, a Catholic priest, defeated Pineda, wife of an alleged jueteng lord, by 1,147 votes. She alleged that Panlilio bought votes, used fake ballots and harassed voters. She also claimed that teachers who sat in the board of election inspectors did not count votes written with Nanay Baby, her nickname.
Garcia said he has no idea what the outcome would be.
Pineda begged off from a phone interview, saying she has to see a doctor for her high blood pressure.
Brillantes said he expected an adverse resolution.
“Among Ed is going to lose. The second division is consistent with how it has decided on the recount cases against [Bulacan Gov. Joselito] Mendoza and [Isabela Gov. Grace] Padaca ,” he said.
Mendoza, Padaca and Panlilio are members of the Liberal Party.
However, the Comelec has not enforced the motions of former Bulacan Gov. Roberto Pagdanganan and former Isabela Gov. Benjamin Dy to immediately install them into office.
Panlilio said he was ready. “We’ve been waiting for this. We shall wait calmly,” he said, maintaining that he and his supporters did not cheat.
Fr. Jake Viray likened the 2007 gubernatorial race as a fight between an elephant and a mouse.
“How can a heavyweight like Mrs Pineda who is rich, with a big machinery and a friend of President Arroyo be cheated by Among Ed and the volunteers who helped him?” Viray said.
The civil society group Kasaup, which has stood by Panlilio, is mounting a prayer-vigil on Thursday night at the capitol park.
